Minutes of Hathern Parish Council meeting held on Monday 28 th April, 2008 at 7.30 p.m. in the Village Hall.

Present:

Councillors Dann, Walker , Roden, Harper, Bradford and Toon, Mrs. Spencer – clerk and 4 members of the public.

Apologies:

These were received from P.C. P. Martindale.

Public Participation:

Allotment holders cars parked outside the allotment gates are being looked at by people passing – could be suspicious as they have been seen looking into the cars.

Matters arising from minutes:

Service Box:

A reply to the letter sent had been received but no action has been taken on carrying out the necessary repairs. We are to contact Virgin Media and send them a photo of the damaged boxes.

Allotments:

The Councillors have now got a plan of the allotments and they are going to have a look at the field and establish the exact plots. At the present time there is no water on site as the plumber that did the work did not finish the job, the new tap was not connected and he changed the valves on the taps. We are to get a new plumber in urgently to give us a price for putting the water supply back on and re-siting some of the taps. Three allotment holders were at the meeting and they will meet the plumber on site. A point was raised about the low rents charged and he asked if non-residents should be charged a different rate – this point will be discussed at a later date.

Planters:

Councillor Walker has looked into the possibility of having a planter made by local businessmen. A builder to use reclaimed bricks, Hathern Forge to make some rails to go around it, RBL to make the liner and Hathern Gardening Club and have agreed to plant it and maintain it. We are awaiting a quote for this work.

 Highways and Footpaths:

A letter sent to Mr. Lorimer on 5 th February has never been acknowledged. Councillor Dann is having a meeting with County Councillor Betty Newton later in the week and will speak to her about this letter. We are also concerned about the white lining done on the A6 without any consultation with the Parish Council. This has caused problems for residents turning right of the A6 from Kegworth as they hold up the traffic. This matter will also be discussed with Betty Newton.

Bus shelter:

Several Councillors had examined the bus shelter and we did not feel it was a priority matter at this time, but we would ask our maintenance inspector (Tony Dine) to make us aware of any problems.

Correspondence:

A letter was received about the plaque being placed near the new Jubilee tree. We are to let the Hathern Horticultural Society know that we are in the process of getting a quote for this work. A letter was also received from the Hathern Horticultrual Society about a donation towards the cost of a new shed for storing the show equipment, we are to suggest that they apply for a grant via our small grants scheme and also contact East Midlands Airport Community Funding Group for a donation.

Permission was granted for a headstone to be placed in Hathern Cemetery for Janet Mackley.

A quote for carrying out the monthly inspections of our assets from T. Dine for £482.00 per annum was received and accepted.

A quote for removing the spoil tip at the cemetery and re-seeding the area was received from Roma Landscapes for £430.00 + V.A.T.   This was accepted. The Councillors are going decide about moving the tree which is growing in the centre of this tip, and then we will inform Roma Landscapes.

Planning Matters:

The following planning decisions have been made by Charnwwod Borough Council:

46 Wide Street – Planning permission granted.

College Garth - Planning permission refused.

Financial Matters:

The Income and Expenditure book for 07/08 accounts was signed by the Chairman as a correct record. Also the annual audit form income and expenditure section was signed by the Chairman. The accounts are now ready for the internal auditor.

Parish Council Website:

An e-mail had been received from L.R.A.L.C. re joining the Leicestershire Council website. Councillor Toon has put forward a document about the advantages of putting our website on the County Council website. After discussion it was agreed that Councillor Toon would do this work on our behalf. The Chairman thanked Councillor Toon for an excellent discussion paper.

 Heritage Trail:

We have now decided on the plaques for the Church and the School. We have got to get a faculty and permission from Leicestershire County Council to site the 2 plaques agreed upon. Councillors Toon and Dann are working on the artwork and wording for the plaques and then we will get a quote for the work.

We are looking at having the plaque originally used for the first Silver Jubilee Tree to be re-used for the new tree. We are to decide On the wording for the plaque and then get a quote for the work.

Report from Finance and General Purposes Working Group:

Standing Orders:

It was recommended by this group that we adopt these standing orders. It was proposed by Councillor Dann and seconded by Councillor Bradford that we adopt these Standing Orders it was a unanimous decision.

IT Policy:

It was recommended by this group that we adopt this policy. Councillor Dann proposed we accept this policy, it was seconded by Councillor Harper, it was a unanimous decision.

Data Protection Policy :

It was recommended by this group that we adopt this policy. Councillor Harper proposed be adopt this policy, it was seconded by Councillor Dann, it was a unanimous decision.

As part of the Strategic Plan a group of councillors have visited the Cemetery to draw up a to do list. There will be an article in the Hathern Herald about this work and a chance for residents to comment on our proposals.

 Highways and Footpaths:

There are a lot of gaps in the hedgerow down Pasture Lane , it is hoped to look into filling in these gaps as part of Pasture Lane Phase 2.

There is a lot of vegetation overhanging on to the footway on the A6 near the Woodyard development. Leicestershire County Council to be informed.

Present:

Matters arising from minutes:

Service Box – Loughborough Road :

A letter to be sent to Virgin Media about the graffiti as no action has been taken after the phone call from the clerk.

Allotments:

This matter is still on-going, all Councillors to be issued with a map of the field and a copy of the tenancy agreement.

Planters:

Councillor Dann is looking into new legislation about parking which is supposed to be coming into force in April, 2008. When we have more information then we can decide on what course of action to take next. We are to acknowledge the resident's letter.

Landscaping:

This work has now been completed.

Dogs – signage :

A new post has been ordered so that the sign can be put back up on the Recreation field.

Highways and Footpaths – Leic. County Council:

The clerk to chase up Leicestershire County Council as no reply has been received to her letter sent in early February about several matters.

Remedial Work – Pasture Lane:

The hedge between the school and the football field has been re-laid and the rubbish all cleared out, a new fence has been put up and the area now looks much tidier.

Correspondence:

An invitation was received from the Horticultural Society to attend the Presentation Evening on Friday 14 th March, Councillor Harper and the Clerk are to attend.

An e-mail was received from a local resident about the state of the bus shelter adjacent to the Anchor Inn. Councillors are to look at it and report back at the next meeting. The clerk to acknowledge the resident's e-mail.

An e-mail was received about minutes of the meetings in September, November and December, 2007 re overgrown vegetation between the Flower Shop and the Esso garage. It was agreed that the minutes should have read: "land between the northern extremity of 31 Derby Road and the Esso Garage". A letter of apology to be sent to the owner of 31 Derby Road .

Planning Matters:

The following planning decisions were made by Charnwood Borough Council:

23 Dovecote Street – Revised scheme and Listed building consent – Refused.

Land adjacent to 16 Dovecote Street – Grant conditionally.

Financial Matters:

Rent Reviews:

Allotments: - Councillor Bradford recommended no increase this year, this was seconded by Councillor Walker and voted on unanimously.

Burial Fees: - Councillor Walker recommended that they be increased by 15% to help towards the increased cost of Grounds Maintenance, this was seconded by Councillor Bradford and voted on unanimously.

Garage Bases: - Councillor Bradford recommended no increase this year, this was seconded by Councillor Harper and voted on unanimously. However we are going to ask the tenant if he has any Public Liability Insurance for the garages in view of the damage caused to the garages recently in the high winds. In the long term we are going to look at removing the bases as they are an eyesore in the village.

Football Pitch:- It was recommended by Councillor Dann that due to the increased costs in Grounds Maintenance the rent goes up by 15% per match from £15.00 to £17.25. There has been no rent increase for several years. Councillor Roden seconded the recommendation and voted on unanimously.

Cricket Square:- It was recommended by Councillor Bradford that due to the increased costs in Grounds Maintenance the rent goes up by 15% per season from £300.00 to £345.00. The rent was decreased from £400 to £300 in April, 2005 as they carry out the work on the cricket square themselves. Councillor Roden seconded the recommendation. Councillor Toon proposed an increase of £25.00 but there was no seconder. The first recommendation was voted on and there was one abstension. A letter to be drawn up by the clerk and chairman and circulated to all Councillors for comment before being sent to the two clubs.

Heritage Trail:

Councillor Dann and Councillor Toon are working on the proposed signs. The grant has got to be spent before August, 2008.

Report from Finance and General Purposes Working Group:

The Financial Regulations have been reviewed and no changes are necessary it was therefore agreed that they be adopted as from today's date.

Cemetery – the working project group have had a site meeting at the Cemetery to look at what work needs doing. The first thing we need to do is have the spoil site removed and the area cleaned up – we are to get a quote from Roma Landscapes to do this work. We are to contact Charnwood Borough Council and ask for a brown waste bin to be placed in the cemetery, which will be emptied fortnightly. We are also Roma to give us a quote for sweeping the approach road to the cemetery on a regular basis. The next meeting of this group will be on 15 th April.

Highways and Footpaths:

We are to arrange a site meeting with Leicestershire County Council to look at the number of signs around the village that are not necessary.

Minutes of Hathern Parish Council meeting held on Monday 4 th February, 2008, at
7.30 p.m. in the Village Hall.

Present: Councillors Dann, Walker , Roden, Harper, Bradford and Toon, Mrs. Spencer – clerk, P.C. Martindale and 11 members of the public.

Police Matters:

Since the 1 st December there have been 18 reported crimes in the village, these include damage to the new sign on the Recreation field, thefts from cars parked at various locations in the village and damage to cars. Crime figures are higher this year in the parish, but this is mainly due to motorists driving away from the Esso garage without paying and thefts from motor vehicles. A resident raised the problem of her fence being damaged at 64 Wide Street . P.C. Martindale promised to look into this ongoing problem and speak to the resident direct.

Matters arising from minutes:

Service Box – Garendon Avenue :

The graffiti on this box has been reported to Virgin Media and we have asked for it to be cleaned.

Dog Fouling:

The notice about dog fouling has been placed on the notice board and it is to be put on to the Council website.

Allotments:

Councillor Walker is arranging a meeting with Mr. Sparks on site to discuss the problems.

Planters – Golden Square :

A meeting has been held with Debbie Payne from Leic. County Council about siting planters on the footway adjacent to 1 Golden Square . She suggested the sort of planters to look at and the approximate size. Leic. County Council have written to the owners of the property asking them if they would like to purchase the land in front of their property so that motorists cannot park there. We have received a letter from the owner of the property which is to be circulated to Councillors for comments.

Grit Bins:

These are now all in place and standing on concrete bases.

Landscaping:

The work has been completed on the Round Bank, there is still some more planting to be done around the electricity box on the Recreation Field, the work outside the school has also been completed.

Works schedule:

This matter is still being looked into.

Correspondence:

Permission was granted for two headstones to be placed in Hathern Cemetery.

A letter of thanks was received from Hathern Primary School for the landscaping work carried out alongside the footway outside school.

Information was received about new auditors for the next five years, the company will be Clement Keys.

A letter was received from Severn Trent about the damage caused to the footpath leading to the cemetery, saying that they would be in touch to arrange a site meeting, also that the problem at the allotment gate is a land drainage problem which needs sorting out by Leic. County Council – the clerk to write to L.C.C.

A letter was received from a local resident about the new dog sign on the Recreation Field – the Chairman to draft a reply to this letter. The sign has been damaged and Councillor Walker is to get a new and stronger post and then it can be re-sited.

Planning Matters:

The following planning decisions have been made by Charnwood Borough Council:

It was decided that our comments on the Brunsleigh Croft planning decision be circulated to all Councillors for any further comments before the application goes to appeal later this month.

Grounds Maintenance Contract:

We received two tenders for the work out of eight packs sent out.

Councillor Harper proposed we accept Roma's quotation, this was seconded by Councillor Bradford, it was a unanimous decision.

Review of Round Bank Improvements:

The ‘Keep Clear' sign painted on the road is being abused as cars are still parking on it and causing problems for motorists trying to turn round.

We are to write to Leic. County Council to see if the tarmac on the edge of road could be improved and the pot holes filled in to finish off the appearance of the area. It was generally agreed that the appearance of the area had been improved with the new electricity box and the planting scheme.

A group of Parish Councillors are to oversee the project for improvements to the cemetery.

A quotation for remedial work on Green Spaces was received from Mr. Conway , this was for work on Pasture Lane . Councillor Dann proposed we accept this quote, it was seconded by Councillor Walker, it was a unanimous decision.

Heritage Trail:

The Chairman thanked the Hathern History Society for their help in giving us proposed locations for the plaques and also appropriate wording for the plaques.

Highways and Footpaths:

A letter to be sent to Leic. County Council about moss on the pavements between Anchor Lane and the Baptist Chapel.

A roadside barrier has come down on Zouch Road opposite the Caravan Park, this is also to be reported to Leic. County Council.

Minutes of Hathern Parish Council meeting held on Monday 17 th December, 2007 at 7.30 p.m. in the Village Hall.

Present:

Councillors Dann, Roden, Harper, Bradford and Toon. Mrs. Spencer – clerk and 3 members of the public.  

Apologies:

These were received from Councillor Walker and P.C. P. Martindale.

Public Participation:

There is graffiti on a large green service box at the bottom of Garendon Avenue, the clerk to check who the box belongs to and contact them and ask for the graffiti to be removed.

There appears to be an increase in litter around the village, the clerk to check the works schedule from Charnwood Borough Council and if necessary contact the relevant department.

Dog fouling also appears to have increased around the village, also dogs have been seen running around the village without owners. The Parish Council suggested that if anyone sees stray dogs in the village to contact the dog warden. Contact details for the dog warden are to be put on the Parish Council Notice board and the website.

Matters arising from minutes:

Allotments:

Councillor Walker was trying to resolve this matter and is going to arrange a site meeting with allotment tenants early in the New Year.

Bus Shelter:

The proposed bus shelter to be placed near the caravan site at Zouch was discussed. Due to the increased costs of siting this shelter plus necessary work to the footway, and the small number of people using the bus stop it was proposed by Councillor Toon that we abandon this project as non-justifiable. It was seconded by Councillor Roden, and voted on unanimously.

We would write to Leicestershire County Council informing them of our decision to decline the 50% grant.

Hathern Cross:

We have received a letter from Leicestershire County Council stating that they had still not been able to establish any ownership of the Cross, but they had examined the Cross and felt that no work was necessary to the damage done at this present time,

Cemetery Approach:

The seats sited at the Cemetery approach are currently being cleaned and re-stained, this work will be completed by the end of this year.

Golden Square:

We have received a letter from the resident stating that she would be prepared to pay the costs involved in placing a planter adjacent to her property to stop cars parking. We are to arrange a meeting with Debbie Payne from Leicestershire County Council and get a more detailed costing before further action is taken.

Christmas Tree:

The Christmas Tree for the village was purchased from Lord Crawshaw and Long Whatton House at a cost of £58.00 including delivery. A letter of thanks to be sent to Lord Crawshaw for the tree. A reminder to be placed in the diary to order another tree for 2008 on 1 st September, 2008.

Grit Bins:

The three new grit bins have arrived and are ready for siting in January, 2008.  

Correspondence:

Permission was granted for a headstone to be placed in the Cemetery for Mrs. K. Moss.

A document from Leicestershire County Council about proposed speed restrictions and the placing of traffic lights at the Long Whatton junction was circulated to all Councillors. This document will be placed in the Loughborough Echo in December, 2007 by Leicestershire County Council.

Financial Matters:

The budget for 07/08 will give us sufficient funds to meet all our costs with a carry over to the next financial year. It was recommended that the draft budget for 08/09 drawn up by the Finance and General Purposes Working Group be adopted. This was proposed by Councillor Dann and seconded by Councillor Bradford, it was a unanimous decision.

The annual precept for 08/09 was discussed and it was agreed that it be increased by £1,600 to £33,700.00.

This small ( 5%) increase would not allow us to complete the large project at the cemetery, but we would be able to commence the essential work we feel is necessary.

Planning Matters:

The following decisions were made by Charnwood Borough Council:

41 Dovecote Street – Grant Conditionally

4 High Meadow – Grant Conditionally

64 Wide Street – Permission granted

26 Rempstone Road – Grant Conditionally

Severn Trent Water – Permission Granted.

The last application was not forwarded to the Parish Council for comment – the clerk to chase up this matter with the Planning Department.

Grounds Maintenance Contract:

The Grounds Maintenance Contract is due for renewal on 1 st March, 2008. It was agreed that the new contract be for 3 years again with an option to extend for a further year.

An advertisement to be placed in the Loughborough Echo on 4 th January asking for interested parties to contact the clerk.

There are a few amendments to the original contract which Councillor Dann will deal with and then it will be printed ready for distribution.

Heritage Trail:

Hathern Local History Society are looking at potential sites for the plaques to be placed around the village. Councillor Dann to contact Terry Cox for this information. The grant received from East Midlands Airport has to be used by 1 st August, 2008.

Landscaping;

The land in Pasture Lane near to the school has been cleared ready for planting by Roma Landscapes. The planting scheme on Round Bank will commence early in the New Year.

Management of Green Spaces:

It was proposed that this document be adopted by Councillor Dann and seconded by Councillor Bradford, it was a unanimous decision. All Councillors to have a copy of this document for future reference, and it is to be published on the website. On behalf of the Parish Council the Chairman expressed his thanks to all who had helped in compiling this document.

Report from Finance and General Purposes Working Group:

This committee had drawn up a document proposing a revised procedure to deal with planning applications and how the Parish Council’s response is compiled and sent to Planning Department at Charnwood Council.

Councillor Dann proposed that we adopt this document, Councillor Roden seconded the proposal, it was a unanimous decision. The document would be put on to the website and in the next edition of the Hathern Herald.

Highways and Footpaths:

The vegetation between the Flower Shop and the Esso garage on the A6 has been cut back by Leicestershire County Council. As it is now six months since we completed our improvements to the Round Bank we would like to review the impact these improvements have had on residents. This review will take place at our next meeting on 4 th February, 2008. Notices about this review will be put on our notice board and residents are welcome to attend the next meeting if they have any comments or suggestions.

Confidential Matters;

The clerks salary review effective from 1 st April, 2007 was discussed. In line with the N.A.L.C. recommended guidelines and the rate was increased to £9.58 per hour backdated. This review

was overdue as a result of the delay in the Association agreeing on new pay scales.

Minutes of Hathern Parish Council meeting held on Monday 5th November, 2007 at 7.30 p.m. in the Village Hall.

Present:

Councillors Dann, Walker, Roden, Harper, Bradford and Toon, Mrs. Spencer – clerk, 6 members of the public, P.C. Martindale and P.C. Neville.

Police Matters :

Since the last meeting there has been 16 reported crimes including 4 at the Esso garage, 2 thefts of cycles, theft from motor vehicles and a burglary on the allotments. P.C. Richard Neville is our new Police Officer for the area. P.C. Martindale is to look into the parking of cars at the top of Wide Lane.

Public Participation :

An allotment tenant complained about the letter sent regarding the request to stop taking cars into the field. He raised several issues about the allotments and the Chairman suggested he put his complaints in writing and then we could go through the complaints. Councillor Walker agreed to have a site meeting with the tenant and look at the problems on site.
The planning application for Brunsleigh Croft was turned down by Charnwood Borough Council, the developers are now going to a Public Enquiry appeal in early spring.

Correspondence about the bus shelter is to be circulated to Parish Councillors for their comments.

Hathern Cross :

We have still not had a reply from L.C.C. – the clerk to chase up this item.

Seats – Cemetery Approach :

This work is to be carried out by C. Bond.

Parking Problems – Golden Square :

It was agreed in principle that we would consider a planter to be placed on the footway near 1 Golden Square. We are to write to the resident informing her of what is involved in placing this planter on the footway, i.e. L.C.C. licence, services check and a site meeting to decide on the exact location, also all the cost involved. If she agrees to pay all the costs then we could help her with this project. Approximate costs will be between £400 - £500.

Dishley Grange Business Park :

This development is on hold at the present time as the Environment Agency are concerned about the flood plain.

Clerks Computer :

Councillor Toon has been working on the computer and has now got it working again. He has put in an invoice for 2 days work for all the work he has done over the last 4 months. He has advised The clerk to purchase a 4 gigabite pen drive to save all the work on. Councillor Toon stated he did not want a contract to carry out the repair work on the clerks computer.

Correspondence :

Permission was granted for a headstone to be placed in the Cemetery for Mr. Bramley.

A request for a donation of £250.00 towards the purchase as some speakers for the Music Café was received. Councillor Walker proposed that we give them a donation of £250.00, Councillor Dann seconded the proposal, the proposal was unanimously agreed.

A quote for annual hedgecutting was received from Delegate Services, the cost will be £220.00, this quote was accepted.

Financial Matters :

The audit for 2006/07 has been completed and the completion notice placed on the notice board.

Heritage Trail :

We have received some suggested wording for the first plaque from the History Society, we are to decide on the exact wording at the next Finance meeting. The History Society are looking into suitable locations for further plaques.

Pasture Lane :

The project has now been completed and the car parking area has also been gravelled over.

Landscaping :

Round Bank/Outside School/Recreation Field :

We have received two quotes for this work from Ravenstone Garden Services and Roma Landscapes. Ravenstone Garden Services quote was £4097.00 + V.A.T. Roma Landscapes quote was £1560.00 + V.A.T.

It was agreed this work could be financed from the new projects budget.

Councillor Harper proposed we accept Roma’s quote, this was seconded by Councillor Dann, the proposal was agreed unanimously.

Christmas tree :

We have agreed to purchase a Christmas tree for the village for the next three years. It was agreed we would purchase a tree between 18 – 20’. We are to make enquiries at Hathern Nurseries and write to Lord Crawshaw at Whatton House. The tree needs to be in place in early December.

Management of Green Spaces :

This is an ongoing project and we are getting expert advice on what work needs doing and getting quotes for the necessary work.

Report from Finance and General Purposes Working Group :

After new information had come to light about the proposed Pharmacy in the village we wrote to the Primary Care Trust with our revised comments.

Planning Review – The Council agreed to adopt the new procedure recommended by the Finance and General Purposes Working Group. That procedure is that when all the comments have been collated from Councillors the chair and clerk agree a response to Charnwood Council, this is e-mailed to all Councillors before the response is sent to Charnwood Council. A document detailing the new procedure needs to be developed and published. This work to be done at the next Finance meeting.

Highways and Footpaths :

The vegetation between Wide Land and the Esso garage has been cut back.
The footway towards Loughborough near the Bishop Meadow Road roundabout is overgrown, this is to be reported to L.C.C.
The monthly inspection report reported 3 grit bins are in need of replacement, it was agreed that the clerk order 3 new ones and get C. Bond to install them.

Minutes of Hathern Parish Council meeting held on Monday 24th September, 2007 at 7.30 p.m. in the Village Hall.

Present:

Councillors Dann, Walker, Roden, Harper, Bradford and Toon. M. Spencer – clerk, P.C. Martindale and 8 members of the public.

Police Matters:

Over the last few weeks there have been 13 reported crimes, four of these were at the Esso Garage. Several were damage to vehicles around the village and one was entrance to a bungalow posing as water board people, nothing was taken but the old lady was shaken up. Their new priority for the next 6 months is to be speeding vehicles on the A6. The Chairman thanked the police for the extra visits to Pasture Lane – during the summer months no reported problems in this area of the village.

Public Participation:

The new amended planning application for Brunsleign Croft was discussed. Concern was expressed about the proposed bollard on the A6 and the new turn right access into the site. Comments are to be submitted to Mr. G. Smith by 5 th October. 200 residents objected to the original plans and it was suggested that we ask Mr. Smith to let all these residents know about the revised plans so that they can submit their comments if they so wish. A group of residents on Loughborough Road have engaged a planning consultant to help them fight their case against this planning application.

The minutes of the last meeting were signed with one amendment – the number of responses to the Four Year Plan questionnaire is to added to the minutes.

 Matters arising from minutes:

Bus shelters:

Since the site meeting in July at Zouch about the proposed bus shelter we have had no esponse from Leic. County Council – the clerk to contact Mr. A. Taylor for an update.

Hathern Cross:

We have received an e-mail from D. Payne to inform us that she is looking into this matter.

Allotments:

Three tenants have given up their allotments because they did not have sufficient time to cultivate them – the clerk is in the process of re-letting them.

Seats – Cemetery approach:

The clerk to speak to Chris Bond about re-staining these seats.

Correspondence:

A letter about parking problems at the bottom of Golden Square is to be circulated to Councillors for comments. Permission was granted for a headstone to be placed in the cemetery for Mr. Stafford.

A letter was received informing us that as from the end of October there would be no postal collections on Sunday. It was suggested that we write to Royal Mail and ask if we can have a larger post box back outside the Post Office for all the mail that is posted.

Hathern Band sent a letter about the car parking near the band room. It was suggested that we send a copy of the letter to the football club and arrange a site meeting between the three parties – the clerk to organise.

A letter was received from Trimedia (an agency for William Davis and Persimmon Homes) asking to meet members of the Parish Council to discuss the proposals at Garendon. It was felt that such a meeting would be inappropriate at this time and a reply be sent to this effect. Councillor Roden is to draft a letter to the Planning Department outlining his concerns about this department.

An allotment tenant asked about the possibility of having the road down the allotment field levelled so that cars can use it. It was agreed that all allotment holders receive a letter asking them not to take cars down to their allotments as they are damaging the water pipes.

A copy of a letter sent to the Primary Care Trust from Cross Street Surgery was received. We have already replied to our copy of this letter stating we have no objections to the proposed pharmacy as we understood it was to be located in the new premises. However this is not the case and we are to enquire whether we can change our original comments. The proposed pharmacy has no facilities in the vicinity of the surgery for such a facility.

A letter was received from the District Valuer about the land at the top of Golden Square which Charnwood Borough Council originally wanted to give to us. We do not agree to any of the terms listed in the letter and the only way we would be interested in the land is if it was given to us with no restrictions. The clerk is to respond.

A copy of a letter sent to the Environment Agency by Normanton-on-Soar was received – the Chairman to investigate the actions taken by the Environment Agency.

Heritage Trail:

We are working with the Hathern local History Society on this project, they have been awarded a grant of £1,000 from East Midlands Airport towards the costs. Councillor Walker has got some costings for the plaques to be made in cast aluminium – approximately £500 each plaque.

The History Society are going to identify two more positions for the plaques and also propose the wording. It has been agreed that the first plaque will be placed on the new wall down Pasture Lane, and Councillor Toon suggested one of the other 2 plaques be sited at the Silver Jubilee Tree.

Adoption of Code of Conduct:

It was proposed by Councillor Toon and seconded by Councillor Dann that the Parish Council adopt the Model Code of Conduct including clause 12.2. for 2007. This was unanimously agreed. The clerk to notify the Standards Board.

 Pasture Lane:

Councillor Roden reported that we were awaiting C. Bond to carry out the working to the parking area, should be starting in October.

 Landscaping:

A meeting has been arranged for Monday 2 nd October at 5.45 p.m. for a professional Landscape Gardener to come along and give some advice about landscaping the Round Bank and the area in front of the school.

 Clerk’ s Computer:

Councillor Toon has spent many weeks on the clerk’s computer getting the e-mail to work and the internet. Also put in some new software and anti-virus programmes. The Chairman thanked him on behalf of the Parish Council for all his hard work.

Reports from Finance and General Purposes Working Group:

Parking on Wide Street is to be an agenda item for the December meeting of the Parish Council. No further action to be taken on the dogs fouling on the Round Bank.

The Chairman and clerk to draw up a letter for Shepshed Road residents about parking on the grass verges and causing problems for Roma Landscapes.

A meeting has been held with Councillors Walker and Dann and the school to discuss the ditch. Further meetings are to be organised.

It was proposed that the following project priorities be carried out over the next 12 months:

  • Production of management strategy for Parish Council green spaces.
  • Improvements to cemetery.
  • Improve visual impact of approaches to the village.

Councillor Bradford proposed this item, Councillor Dann seconded it, it was a unanimous decision.

Highways and Footpaths:

Dog fouling has become a problem again especially down Wide Street.
The overgrown vegetation between the Esso Garage and the Flower Shop needs cutting back - the clerk to contact Leicestershire County Council.

Minutes Hathern Parish Council meeting held on Tuesday 17 th July, 2007 at 7.30 p.m. in the Village Hall.

Present:

Councillors Dann, Roden, Harper and Bradford, Mrs. Spencer – clerk and 3 members of the public.

Apologies :

These were received from Councillors Toon and Walker, Jackie and Doreen Sutton.

Public Participation:

A local resident complained about the work we had done on Round Bank, he felt that the parking problem had been made worse since we had placed wooden posts alongside the grassed area and had a ‘KEEP CLEAR’ sign painted on the road at the top of this slip road. He claimed that cars were now parking at the top of Wide Street and causing problems for motorists turning of the A6 into the village. Another resident living on the Round Bank is still having problems getting in and out of his driveway. It was agreed that we would review the situation in 6 months time. It was suggested that we look into having a Dog Fouling sign situated close to the grassed area. When we have the review we will publicise it for all local residents.

We are still awaiting a reply from Leic. County Council about our grant application.

Hathern Cross:

This matter is still being looked into by Leic. County Council.

Allotments:

Once the weather improves the clerk is going up to inspect the state of the allotments. Also the quote for a new tap of £70.00 was agreed. At next year’s rent review all allotment costs to be available.

New football team:

We are still waiting for a reply to the letter sent out after the last meeting.

Roma Landscapes – quotes:

The quotes received for cutting the footpath back between High Meadow and the A6 was agreed.

L.C.C. 20 m.p.h. zone:

The letter from Leic. County Council about this scheme was very negative and it was agreed that we would send them a letter outlining our issues in more detail.

Correspondence:

Permission was granted for a headstone to be placed in the Cemetery.

Permission was granted for the football team ‘Hathern Three Crowns’ to use the football pitch on the Recreation Field for the forthcoming season.

Planning Matters:

Adoption of Code of Conduct:

The Parish Council are to formally adopt the code at the next Parish Council meeting. A copy to be sent to each Councillor to read alongside the brown book clause 12.2.

Boundary hedge Pasture Lane:

Councillor Roden has spoken to Chris Bond about the quote for re-surfacing the car parking area in front of the new wall, he is satisfied with the quote and suggested that we send him a Service Agreement for his signature. We are to inform B. Mee and Associates that their quote was not accepted. The weed killing on the grass verge outside the school has been done.

Improvements to Round Bank:

The ‘KEEP CLEAR’ sign has been painted on the road.

Landscaping outside the school:

Councillor Walker is arranging for someone to come along and give us some ideas for this work.

Four year plan:

It was proposed at the Finance and General Purposes Working Group that the latest draft be adopted – this was proposed by Councillor Dann and seconded by Councillor Bradford – it was a unanimous decision. We would ask Councillor Toon to publish it on the web site and also in the Hathern Herald. Councillor Dann has replied to two letters received about the plan.

Finance and General Purposes Working Group:

Councillor Dann is going to complete the forms for a grant from East Midlands Airport towards the cost of the brass plaques.

A meeting has been held to discuss the overflow ditch in front of the school and another meeting is to be held in September with Charnwood Borough Council Environmental Health team.

Highways and Footpaths:

We are to ask Chris Bond to treat the seats placed on the Cemetery approach and Nells sign. We are to look at the state of the spoil heap in the cemetery.

Public Participation:

A member of Hathern Horticultual Society asked if any wording had been agreed for the new sign to be placed near the new Jubilee tree – no decision has yet been made on this item.

The Parish Council were asked if they had received a planning application for Brunsleigh Croft. We stated that we had received a copy of the planning application and we had unanimously objected to this proposal. We also understand that approximately 65 residents have also sent in objections (currently posted on Charnwood Borough Council website).

There were no Declarations of Interest.

Matters arising from minutes:

Roma Landscapes Jubilee Seat:

The overgrown vegetation around the seat has been removed by Roma Landscapes.

Normanton-on-Soar Ferry:

No reply has been received about the signage for contacting the ferryman. The Council are to withhold their payment until a reply is received.

Bus shelters:

No reply has been received from Leicestershire County Council about our grant for a new bus shelter.

Hathern Cross:

The weeds have been removed from the base of the Cross. Leicestershire County Council are still looking into ownership of the Cross before any repair work can be done.

Street Cleaning:

Narrow Lane was swept up at the beginning of June as promised by Charnwood Borough Council. The footway along the A6 has recently been swept up.

The Parish Council suggested that if residents are unhappy about cleanliness of the village or there were any problems to contact the clerk.

 Correspondence:

A letter was received about the increased costs for hiring the Village Hall, as from 1 st July it will go up to £8.00 per hour.

The A.A.R.P.C. would like to know the name of the committee member for this organisation. Now Councillor Church has left it was suggested that we ask Councillor Toon if he would be interested in being put forward.

A letter of thanks was received from PRIDE alarms, and also informing us that they still have £480.00 earmarked for Hathern from our original donation. If anyone is in need of one of these alarm systems then they should contact the clerk.

Two applications for the erections of headstones in the cemetery were granted permission.

A request was received from an allotment holder to have an extra tap put at the top end of the field. The clerk to acknowledge the letter and get a quote from the plumber for this work. Some allotments are being left unattended and getting very overgrown – the clerk to contact these allotments holders as we have a waiting list.

A letter of thanks was received from Hathern Horticultural Society for a donation.

Hathern Women’s Institute have asked for permission to carry out a survey of the headstones in the cemetery and log all the names etc.

We agreed to give them permission provided that they do the work in a sensitive manner and take great care near the leaning headstones.

The Council asked for a copy of the survey when it is completed. A copy letter has been received about the parking on the corner of the A6/Golden Square, this letter to be circulated to Councillors for comments.

A letter requesting permission to use the football pitch on the Recreation Field for the forthcoming season was received. It was decided that we needed more information before any decision can be made – the clerk to action.

An e-mail was received about the overgrown state of the path from the A6 to High Meadow. This area of land was not on our schedule of works as it is privately owned land. We agreed to ask Roma Landscapes to give us a quote for cutting back this area of land.

A letter had been received from Leicestershire County Council about a proposed 20mp.h. zone near the school and down Pasture Lane. The signs would be 6’ high 2 feet wide with flashing lights. The council had objected to these proposals as it is in a conservation area. We are awaiting a letter from Leicestershire County Council about their final decision.

Improvements to Round Bank:

Letters had been sent to the Hathern Gardening Club and Hathern Nurseries and Brian Mee and Associates for some landscaping ideas on this bank. Brian Mee & Associates were the only one to submit a quote. Councillor Walker agreed to look into this idea further.

Boundary hedge Pasture Lane:

We have received two quotes for re-surfacing the area in front of the new wall, from Chris Bond and B. Mee & Associates. It was agreed to accept the quote from Chris Bond providing a specification can be agreed.– Councillor Roden/Dann to look into this.

All the building work on this project has now been completed. We are in the process of sorting out suitable signage for this area – Councillor Walker is sorting this out and getting quotes. We have an emergency vehicle sign ready to be put up near to the gates. The Council is looking into placing commemorative plaques around the village along with the help of the History Society. It was suggested that we contact East Midlands Airport for funding of the commemorative plaques – Councillor Dann to make initial enquiries.

We are waiting for a reply from Transco about the barriers around the gas box.

Landscaping area outside the school:

Two quotes had been received for landscaping this area of land.

Councillor Walker is going to make further enquiries about planting this land.

Four Year Plan:

The Council has received 18 replies to the Four Year Plan document recently issued to every household in the village. These documents are to be circulated to all Councillors before any further discussions take place.

Report from Finance and General Purposes Working Group:

Councillor Dann is arranging a site meeting to discuss the overflow of raw sewage into the dyke in front of the school. Councillors Roden and Walker are also going to be involved in this meeting.

At the next meeting there is also to be a discussion about how to reply to planning applications received from Charnwood Borough Council.

Highways and Footpaths:

Roma Landscapes to be contacted about the unkept area on the approach to the cemetery.

A letter of thanks has been sent to Hathern Horticultural Society for their donation towards the new Jubilee Tree.

A letter has been received about the problems with the cycle path, but informed that there is no funding available for any work to be carried out. A reply to be sent to Leicestershire County Council about this matter as there are safety issues involved.

Minutes of the Annual Parish Council Meeting held on Monday 14 th May, at 7.30 p.m. in the Village Hall.

Present:

All Parish Councillors present signed the Declaration of Acceptance of Office.

Election of Chairman:

Councillor Toon nominated Councillor Dann, this was seconded by Councillor Bradford, Councillor Dann was nominated unanimously.

Election of Vice-Chairman:

Councillor Dann nominated Councillor Walker, this was seconded by Councillor Toon, Councillor Walker was nominated unanimously.

Apologies:

These were received from P.C. P. Martindale.

Public Participation:

Concern was expressed about the Grounds Maintenance work carried out recently, the standard of grass cutting was poor on the sports fields, and the verges, strimming in the cemetery was not very good and the daffodils had been cut down. Also work on the priority areas has not been done – the clerk to speak to Roma Landscapes before paying the invoices.

There is a lot of shrubbery growing around the Jubilee Tree and coming through the seat, we are to ask Roma to cut this back for us.

The footway at the top of Narrow Lane is becoming impassable due to overhanging vegetation at Harriman House, the clerk to write to Leic. County Council about the problem.

We are still waiting for Leic. County Council to paint the ‘KEEP CLEAR’ signs at the top of Wide Street to complete the Round Bank project. The minutes of the last meeting were signed as a true record.

Normanton-on-Soar Ferry:

We are still waiting for information about how to contact the ferryman to cross the river.

Land at Golden Square:

Still no further information from Charnwood Borough Council.

Bus shelters:

The application form has been acknowledged and we should have a reply in June about our bid for a bus shelter at Zouch.

Hathern Cross:

We have reported the damage to Leicestershire County Council and Debbie Payne is looking into the matter.

Brass Plaques:

Councillor Walker has got information about the various plaques available and this item will be discussed at the F.G.P.W.P. meeting.

Correspondence:

Permission was granted for a headstone to be placed in the cemetery for Mrs. Lewin.

A quote was received from Roma Landscapes for planting in front of the school, we are to await further quotes before making a decision.

Borough Councillor S. Hodgson sent us a letter of introduction and asked if he could come along to future meetings and inform us of any relevant topics, we agreed he could come along and speak in the public participation item of the meeting.

We received a letter from Friends of Hathern School asking for a donation towards the Summer Fayre on 16 th June. Councillor Walker proposed a donation of £100.00 and then £250.00.

After discussion Councillor Dann proposed a donation of £100.00 which was seconded by Councillor Bradford, and also to inform the committee about the grant application form for further funds which is available on our website. This proposal was voted for by 4 votes and 1 abstension. (Councillor Harper declared her interest in this item and did not take part in the discussion or voting).

A letter was received from Mr. Forrest which was acknowledged.

A letter was received from Chris Bond informing us that his charges would be £10.00 per hour plus materials for doing small jobs.

A letter was received from Hathern Horticultural Society asking for a donation towards the show to pay for the rosettes and trophies, we agreed to give them £100.00. They also asked for a representative to go along to the Presentation Evening on Friday 18 th May to collect a cheque for the Parish Council for £150.00 a donation towards the cost of the new jubilee tree. Councillor Roden was nominated to go along – the clerk to ask him if he is available.

A letter was received from Hathern Band about the proposed new portakabin to be parked between the two pavilions and the intended work on the car park. A letter to be sent to the Football Club about the painting of this Portakabin – to be a dark colour in keeping with the area.

Improvements to Round Bank:

As reported earlier we are still waiting for the road signage and quotes for the landscaping scheme.

This project is nearing completion the gates and railing are up, and the railing on the wall are to be fixed shortly and the seat to be put back. Once the work is completed then we need to look at the car parking area and the vehicular access into the field. We are to ask Councillor Roden about removing the crash barriers near the gas box. We would like to thank Councillor Roden for all his hard work in overseeing this project.

Highways and Footpaths:

A letter about the meeting re the cyclepath through the village is to be circulated to all Councillors for information.

A letter to be sent to Leic,. County Council about the weeds growing around the Cross.

A letter to be sent to Mr. Cameron asking why the road sweeper came around the village 3 weeks earlier than scheduled, and therefore no fliers were posted on cars especially in Narrow Lane to move them so that the roadside could be cleaned.

Observations and Comments:

Hathern Horticultural Society are purchasing trees to the value of £100.00 to be planted inside Hathern School. We were asked to bear this is mind when we discuss our planting scheme on the outside of the school boundary.

It was reported that the general appearance of the village appears to look more pleasant thanks to the work of the Parish Council.

Concern was expressed about the state of the comma dyke in front of the school, this problem of the open sewer has been on-going for many years, despite meetings with the Leicestershire Education Authority, Severn Trent Water and Charnwood Borough Council. It was suggested that we take legal advice over what action can be taken to get the problem sorted.
